You may want to check the scene modes available in your camera's menu. Some models have a mode called "Kids" or "Kids and Pets". In this setting, the shutter speed and ISO are usually increased to freeze actions, and in this case, children running around.

There are no best cameras in the market for taking pictures of fast-moving objects. However, if your shooter has manual exposure control, it will be wise to set a higher shutter speed such as 1/250 second or higher. Manually increasing the ISO sensitivity may help, too. Lastly, use the flash, because it will help to capture sharper pictures of moving subjects.
